The Constitution
丑 and 未 in the chart. Two Earth vaults on opposing sides of the elemental cycle. 丑 stores Metal and Water: the cold vault, the deep storage, the accumulation of what is refined and what is deep. 未 stores Wood and Fire: the warm vault, the productive storage, the accumulation of what grows and what warms. You see both the value of what has been accumulated and the cost of holding it past its time. The knowledge stored in 丑 and the need for that knowledge to grow and be expressed through 未. The cold storage that serves the right thing and the moment when the cold storage is keeping alive something that should be allowed to complete its cycle.

They think the tension is indecision. That the person who can see both the value of holding and the necessity of releasing is stuck between the two.
